MINIMUM QUALIFICATIONS

Must be a high school graduate or possess equivalency certificate.  Technical school training past high school in water chemistry, bacteriology, hydraulics, mechanics, electrical/electronics, treatment plant protocol is expected.  Must have at least six (6) months hands on experience in wet chemistry laboratory analyses, extensive mechanical, plumbing, and electrical/electronics maintenance ability and some water distribution experience.  Valid driver’s license with possession of a CDL Class B with proper air brake endorsements is required.
REQUIREMENTS

This position is an Operator III if applicant possesses PA DEP Wastewater System Operator Certification with the following sub classifications: 1 (Activated Sludge) and 2 (Fixed Film Treatment).  Applicants not in possession of PA DEP Wastewater System Operator Certification and required sub classifications shall be an Acting Operator III and required to take the PA DEP Wastewater System Operator Certification exams on an annual basis and must obtain a passing score on the Certifications Exams within a 3 year period from date of hire and must obtain a Class “A”, sub classification 1 and 2 certification within a four year period from date of hire.  Once Operator Certification is obtained it must be maintained.
NATURE OF WORK PERFORMED

The primary responsibility of this position is to operate and manage the City’s Wastewater Treatment Plant.  Reports directly to Operations Supervisor.
EXAMPLES OF WORK PERFORMED

Operate, set, adjust and inspect all treatment plant equipment to achieve prescribed standards; collect samples and perform routine analytical work; adjust chemical feed rates as necessary to maintain quality standards; maintain neat work environment, including snow plowing/shoveling, cleaning of plant and equipment, cutting grass, and painting; operates and makes minor repairs to pumps, motors, and equipment; maintains lab equipment, records, and assists laboratory personnel; prepares and maintains operating data keeping records and making reports; maintains chemical inventories; supervises and trains subordinate operations staff; troubleshoots and takes corrective action to solve treatment, mechanical, electrical, and electronic problems during off-shifts; operates Plant vehicles and equipment, hauls sludge to disposal point; and attends seminars and trainings relative to wastewater treatment.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Ability to communicate effective orally and in written form; ability to work well with others; ability to supervise and train others; ability to work non-standard hours and in inclement weather; extensive knowledge of wastewater treatment, including chemistry, bacteriology, basic knowledge of hydraulics, mechanics, and electrical/electronics, good knowledge of math, knowledge of computers, and some plumbing knowledge required; ability to work alone and under pressure; excellent decisions making skills; ability to lift moderate to heavy items, climb, bend, stoop, and twist; ability to read and interpret blueprints; required to participate in duty rotation, which involves being available via phone to respond to emergency after hours calls or for shift coverage.
