Project Manager – Water/Wastewater
Lehigh County Authority (LCA) is seeking a highly motivated and experienced Project Manager to lead the planning, design, and construction of critical water and wastewater infrastructure projects. This position will oversee projects within our capital plan and asset management initiatives, including the replacement of lead and galvanized service lines under the upcoming Lead and Copper Rule Improvements regulations.

What the Job Looks Like
As a Project Manager, you will play a pivotal role in managing the entire lifecycle of capital projects, from inception through to completion, ensuring that they are delivered on time, within budget, and in compliance with LCA standards and applicable regulations. Day-to-day will include:
- Capital Projects: Serve as the primary project manager for key capital projects, with a particular focus on the removal and replacement of lead and galvanized water service lines.
- Project Oversight: Manage scope, schedule, budget, quality, safety, and performance metrics for all assigned projects, ensuring that they meet LCA’s high standards and regulatory requirements.
- Collaboration and Coordination: Coordinate across multiple teams, including internal departments, external consultants, contractors, and regulatory agencies, to ensure the successful execution of projects.
- Design & Construction Management: Oversee the design and construction phases of projects, ensuring adherence to LCA’s engineering and construction standards.
- Budget & Cost Management: Administer and monitor project budgets, track spending, and provide quarterly cost forecasting. Manage change orders and approve payment applications.
- Lead Program Coordination: Work closely with the Lead Program Manager and Lead Field Service Coordinator to execute the large-scale lead service line replacement program, expected to exceed $200M over a 10+ year period.
- Regulatory Compliance: Ensure all projects comply with applicable state, local, and federal regulations, including the Lead and Copper Rule.
- Stakeholder Communication: Manage communications with LCA customers, stakeholders, regulatory agencies, and contractors, providing updates and addressing any concerns throughout the project lifecycle.
- Technical Guidance: Provide technical support to internal staff and external agencies, reviewing studies and designs, issuing comments, and ensuring compliance with LCA’s policies and standards.
- Project Reporting: Utilize project management software (Procore) to track project progress, manage schedules, and report on project status.
- Capital Budgeting: Assist with the annual capital budget and long-term capital planning, providing input on future project needs and forecasting capital expenditures.
- Regulatory and Community Engagement: Represent LCA at internal and external meetings, including public hearings, regulatory meetings, and LCA board meetings.
What We’re Looking For
- Education: A bachelor’s degree in civil engineering or related field required
- Experience: 10+ yrs. in water distribution system engineering, with experience in managing linear water projects
- Licensure: Professional Engineer (PE) license in PA, or ability to obtain in 1 year preferred
- Certification: Project Management Professional (PMP) credential is desired
- Tech-Savvy: Proficiency in Microsoft Office, and Project Management software required (Procore preferred)
